			<content:encoded><![CDATA[<p>The Regional Tourism Council is planning to establish a unified tourism zone in Western Visayas so that all of its provinces would benefit from the tourism allure of this resort island.</p>
<p>Vicky Ramos-Antonino, chair of the tourism council, said she is now visiting different provinces in the region to assess the tourism strength and weaknesses in the different areas.</p>
<p>&#8220;We are eyeing Aklan to be the center of tourism, Iloilo and Negros Occidental provinces will highlight cultural heritage, Antique and Guimaras provinces for eco-tourism and Capiz will cater for culinary experience as the seafood capital of the country,&#8221; Antonino said.</p>
<p>The plan for a unified tourism zone is expected to boost the planned revival of the Panay Railway System and the open sky policy for both the Kalibo International Airport and the Iloilo Airport.</p>
<p>&#8220;We are doing this unified tourism zone so that provinces in the region will not be competing with each other but instead complement one another,&#8221; she added.</p>
<p>Once the unified tourism zone is in place, the tourism council will then be drafting tour packages to encourage tourists to explore other tourism potentials in the region.</p>

			<content:encoded><![CDATA[<p>Foreign tourists coming to the island resort of Boracay outnumbered local tourists early this year.</p>
<p>For the month of March alone the Provincial Tourism Operations Office (PTOO) in Aklan recorded a total of 62,970 tourists having visited Boracay Island.</p>
<p>Of the total number of visitors, 39,615 were foreign tourists while 23,355 were domestic tourists.</p>
<p>However, tourist arrival in March this year is lower compared to the same period in 2010 which earned the tourism industry revenues of some P1,157,602,698.</p>
<p>The PTOO believes the decrease in the number of visitors was due to the onset of rainfall spawned by the inclement weather prevailing elsewhere in the region during the first quarter of this year.<span id="more-2224"></span></p>
<p>Apart from Koreans who made Boracay Island as their tourist destination, the arrival of Russians also gradually increased in number.</p>
<p>The PTOO also expects this coming Holy Week to have more domestic and foreign tourists in Boracay.</p>
<p>This was confirmed by Nieven Maquirang, Caticlan Jetty Port administrator, in a recent interview over a local radio station in Kalibo, Aklan.</p>
<p>Maquirang said they have recently met with members of Task Force Bantay Boracay comprising the Philippine National Police (PNP), Philippine Coast Guard (PCG) and Maritime Command (Maricom) who agreed to put up an assistance desk center for tourist.</p>
<p>The implementation of the 24/7 duty shift on the part of the law enforcement authority will also be observed.</p>
<p>Aklan Police Provincial Office (APPO) acting provincial director S/Supt. Cornelio T. Defensor also assured of additional police personnel to ensure the safety of tourists and maintain law and order.</p>
<p>Likewise, Maquirang added they will be enforcing strict security measures by subjecting all baggages of travellers with thorough inspection at the jetty port premises through the help of K-9 units to be sure that no hot items like illegal drugs will be brought to Boracay.</p>

<p>Police S/Inspt.Rolando Vilar, Boracay police chief said that some members of the Salisi gang are from Metro Manila while the others are locals.</p>

<p>It was learned that since November of last year, scores of tourists and even residents have been victimized by the series of robberies on Boracay Island.<span id="more-1984"></span></p>
<p>Although some of the suspects were arrested, some of the victims were not interested in pursuing a case against them.</p>
<p>It is expected that more tourists will troop to this resort island during the Holy Week.</p>

			<content:encoded><![CDATA[<p>The Department of Tourism (DOT) is extending its full support to the Caticlan airport expansion project which, upon completion, is expected to accommodate 1.2M passengers annually, from its present capacity of 700,000.</p>
<p>“One of the world’s best beaches deserves a first-class airport.  We join Boracay&#8217;s stakeholders in upholding this milestone as it aims to haul in a sizeable traffic of tourists and create more jobs for the people,” said Ace Durano, Secretary of Tourism. The DOT and the Department of Transportation and Communication (DOTC) were present at the project’s recent groundbreaking led by President Gloria-Macapagal Arroyo.</p>
<p>The P2.507B Build, Operate and Transfer project granted to private consortium Caticlan International Airport Development Company (CIADC) began its first of three construction phases, which cover a total 7-year period.<span id="more-1947"></span></p>
<p>The long-term infrastructure development includes addition of a second-level to the terminal building; upgrading of facilities such as the fire station, fencing and navigational aids; tapering of the bordering hill adjacent to the runway, lengthening and widening of the runway, installation of navigation and air traffic tower, and construction of a new 9,200 square-meter two-storey terminal building.</p>
<p>From 950 meters by 30 meters, the runway will be upgraded to 2,100 meters by 45 meters.</p>
<p>“The widening and lengthening of the runway will allow bigger aircrafts such as the Airbus to bring in more passengers straight to Caticlan,” said Durano.</p>
<p>The airport is currently limited to one way landing or take-off for smaller planes due to the constricted landing strip.</p>
<p>Environmental issues raised against the development have been promptly addressed, according to Undersecretary Eduardo Jarque, Jr., Tourism Planning and Promotions.</p>
<p>“An Environment Compliance Certificate was issued already, four years prior to the project launch,” said Jarque.</p>
<p>The DOT further maintains that there will be no leveling or flattening of the hill involved in the runway expansion, but rather a tapering of the adjacent slope to ensure passenger safety during take-off.</p>
<p>“The slope reduction is necessary to avoid the abrupt degree of ascent for bigger planes.  This proposal was preceded by a thorough Environmental Impact Assessment,” added Attorney Victoria Jasmin, DOT Director of Office of Tourism Standards.</p>
<p>In 2009, Boracay received nearly 700,000 tourists from all over the country and the world.</p>
