It's the law covering the establishment and management of protected areas in the country. there are like a couple of hundred "initial components" of the protected area system under the NIPAS, but only a few - the Batanes, Kitanglad, etc. that you mentioned - have become full-fledged protected areas that are backed up by their own enabling laws.
