Panama, Equador, Costa Rica etc are giving special incentives for retirees to retire to their country. If the Philippines can make an agreement with US government to accept the Medicare & Medicade without penalties, most Filipinos will retire in the Philippines. Almost all the countries in Central America, Caribbeans and some parts of Europe are enticing retirees to retire in their countries.
